A lot of features are still incomplete and thus Internet Explorer 9 can not be used as a full fledge browser. The CSS3 .info Selectors Test measures a browser’s support for CSS3 Selectors. IE 9 passes these selector tests.
Internet Explorer 9 requires atleast Windows Vista SP2 or Windows 7. So it can not be run on Windows XP. Internet Explorer 9 pre-requisites include that Internet Explorer 8 and DirectX2D must be installed on the system where IE 9 has to be installed.

Yes .. the tests until now show that IE 9 is far better than IE 8. So we should definitely go for it if it comes soon but after the final version has been released.
Why go for it when you’ve better solution…Firefox!!!
