DreamScene was originally introduced in Windows Vista Ultimate by Microsoft. DreamScene can display videos as desktop background making the desktop more dynamic. But DreamScene was not included in later versions of Windows including Windows 7.
Thanks to TheWindowsClub, they have made DreamScene available for Windows 7. The utility is very simple to use. There are only two links, one for enabling DreamScene and the other for disabling DreamScene. Once enabled, Windows Explorer has to be restarted in order to take effect.
Please note that this utility needs administrative rights in Windows 7 so you have to run the tool with administrative privileges in order for it to function properly.
